Gautam is a leader who was involved in the 'people's war' since 2056 BS. Carrying out various responsibilities within the party, she also became the regional coordinator of the All Nepal Women's Association (Revolutionary). She became a constituent assembly member in 2070 BS through the proportional representational system and served as the Minister of State for Agriculture and Livestock Development in 2074 BS.
