He was involved in different programs of the Nepali Congress since 2042 BS. He was elected district committee member in 2045 BS. Khatiwada became a general convention representative and Mahasamiti member seven times since the general convention of 2048 BS. Khatiwada was elected from Okhaldhunga-2 in the second constituent assembly elections held in 2070 BS.
