Bhattarai, who was active in politics since 2039 BS, became a UML Khotang district member in 2055 BS. He was elected the district secretary in 2066. Bhattarai was elected central committee member of the party in 2071 BS through the ninth general convention. He was elected from Khotang-2 in constituent assembly elections held in 2070 BS and reelected in the 2074 BS polls.
