Poudel is a senior Nepali Congress leader. He is contesting elections since 1991. He was elected Speaker of the House of Representatives from 1994 to 1999. He has held different portfolios in the government of Nepal, including Local Development and Agriculture (1991-1994); Home Affairs and Deputy Prime Minister (1999-2002); Peace and Reconstruction (2007-2008).
